Can the police,get somdody to beat you up,the police come,they dont arrest you, but they reffer it?


sate attorney,but the police say say we didint see it,then people follow you for 17 years,just becuse the police reffer it to the sate attorney,17 years ago.is this legal,is this a civil rights violtion,

No, the police can't get someone to "BEAT YOU UP". Hoever, if you have been followed for 17 years, and it's referred to the state attorney, have have some type of charge pending...and probably are absounding from someone or something. Hoave you been on the run this long? Depending on the situation, it's not a Civil Right's Violation. If there is probable cause to do so.
