Can someone help me understand civil liberties laws?

So the federal government can listen to my phone calls, look at every website I visit, and read all of my emails if I'm corresponding with someone in another country and they don't need a court order. They can also listen to my phone calls and read all of my emails with people inside the US if they get a court order, right? Does anyone have any idea how many people the government employs to do that and how many people they spy on (I'm just wondering how much taxpayer money we spend on spying on ourselves).

I don't care If they do. It's Called the Bill of Rights. when an American Citizen is treated as if they are suspect for burning incense Because they don't understand the Religion or culture. Enter You domicile without Just Casue search and Seize your belongings without A Warrant there are No Civl Liberties and Privacy when they can Stick listening Devices into your home. That's Communism for sure.
