What are the procedures of filing a Federal Appeal in Court of Appeals?

They are found in the federal rules of appellate procedure. If you want something specific, try asking that.

You need to file a notice of appeal within the timeframe dictated by the local rules of your district. Noramlly it is 30 days but you should look into it yourself. Failing to timely file a notice of appel may be a jurisdictional defect meaning that you cannot appeal the decision in the lower court.

You should definitely obtain an attorney as properly handling appeals in the circuit court requires a very sophisticated intellect.
