ohhhhh, someone below me nailed it. I completely forgot about habeas corpus (which is horrible b/c it has been my job to research prison litigation all summer).

Common law is made up of judicial decisions.

Rules and regulations are first published in the Federal Register and then codified in the Code of Federal Regulations (CFR)

Acts of Congress give agencies the authority to promulgate rules and regulations.

At the Federal level, the Legislative and Executive branches have authority to amend and repeal laws (if you take law to mean both statutes and regulations). The judicial branch can invalidate laws, but the pure legislative power (ability to pass statutes) resides with Congress.

You're a lobbyist if your job is to persuade legislators.

Appellate Courts

Before the Bill of Rights, the Constitution contained FEW rights for individuals. The biggest one that comes to mind is the guarantee of the writ of habeas corpus.
