How is to-be stepparent adoption possible?

Depends on where you live.
In California, you need to apply to the local Superior Court, Family Division. (most states are probably somewhat similar).
Depends on how long you have been involved in the relationship, and the willingness of the birth parent (if he/she is still around) to consent to allowing you (as the step parent) to adopt.

The social services department may want you to wait until AFTER you are , in fact the step parent before allowing the adoption.

Check with your local library. Most have sample copies of the papers that you would need to file - saving money on an attorney.
