Grandfather clause pertaining to adoption?

Does anyone know where I can find this law.

If a child was taken in at the age of 5 his birth name changed by his new parents and all his records are under their last name, but the adoption was never finalized, isnt he by law a n adopted child in the us

Not sure what you are talking about. What law exactly are you looking for, and in what country?

There is no grandfather clause pertaining to adoption. If the adoption was never finalized, then the child has not been adopted.
