How do you get your birth certificate if the name on it is different than your current name?

My friend needs to get his birth certificate so that he can get his permit & get his license, so we went to the city to try and get it. However, they wouldn't give it to him because his name on his ID and social security number is different than the name on his birth certificate. This is because his grandmother adopted him and legally (I beleive) changed his name. The problem is his grandmother will not give him his adoption papers which he needs to bring to the civil court to show that he changed his name so that they will be able to change the name on the birth certificate, and he will be able to get it. Does anybody have an idea what he should do?

Your friend should be able to go to the county where he was adopted and get copies of his adoption records.

There would be a record of his adoption and name change with the court that dealt with it. If he is over 18 and can prove his identity to the clerk of the court, he should be able to get that adoption and name change record. Otherwise, he will have to keep after grandma until she gives in.

Have him apply for the adoption papers under FOI act. He will need them and start over.
