Is law ultimately the only way of resolving conflict over child adoption?

if you and another couple were vying for the custody of twins and they were taken away from the first couple an given to the second couple, just because the birth mother wanted a bigger payout, is law the only way to go? how and why?

It depends upon the jurisdiction.
