I want to adopt my step daughter ..where do I start?

My 13 y/o step daughter wants me to adopt her. Bio mom has not seen her since dec 05 and is 2.5 years behind on child support. Bio mom lives in Oregon and is a convicted felon. she has been down to CA to visit with other family members including one of her other kids (different dad) but has made no attempt to see my daughter. My husband and I have three other childern and have been married for 11 years.
We have a custody/support case in Stanislaus county but live in fresno county..does stanislaus county have jursidication over an adoption case? If daughter and husband want adoption do we need her consent? Can we terminate her parental rights if she says no to an adoption?

You should ask your attorney/lawyer.

You should consult an attorney on these complex issues. Sometimes the local Dept. of Social Services has an adoption worker you might call them to inquire. Normally the parent must either voluntarily terminate their parental rights or the court must do so. You are going to need an attorney at any rate to proceed.
