Stepparent adopton, do i need to file a petition to terminate parental rights when they consent to the adopti?

in a stepparent adoption, when the sperm donor consent and wavies his parental rights when i file the petition of stepparent adoption, do i still need to file a petition to terminate parental rights, when he consent to the adoption and waived his parental rights? or can i just file the petition of stepparent adoption with the consent and waiver of parental rights? in state of montana

You just file the Petition for Adoption and submit the original consent along with it.
