Rules for adopting a road in Wayne County Tennessee.?

Live on a dead end road, with several land owners, need our road adopted so it can be maintained by the county. We do have a mail route, and when they request maintainance it is graded. At present it's a dirt road with only curd gravel on it, and no ditches for draining water coming off a large hill. Living in a valley, we need drainage for water coming down the hill, and a decent road to travel back and forth for shopping and whatever. All I'm trying to find out is if the county can put a ditch in to direct the water to the culverts already on the road, and maintain the road. When applying for adoption, we land owners sign an agreement consenting for them to take part of our property to widen the road at no cost to the land owners, but that had been nullified and now the county in order to widen the road want the land owners to put out the expense of removing the trees and taking out the stumps before the adoption of the road. Anyone having similiar problems, please reply.

Ask the warden at the local prison to have his inmates do the work.
