Help! Need advice about restraining orders in Missouri?

My future sister-in-law had a baby girl about 19 months ago, she let her older sister who lives in California adopt the baby. Under Missouri law before the adoption can be completed both of the baby's biological parents had to give up their parental rights, which they did. Now the baby's biological father is harassing my future sister-in-law, showing up at her mother's house and any time the cops get called the baby's father tells the cops that he is visiting his daughter and the cops do nothing even thought he gave up his rights, the baby's been adopted and living in california. My future sister-in-law and my brother had a baby almost 5 months ago which they are keeping. My brother is want to beat the crap out of the guy because he is harassing my future sister-in-law and yelling at my niece. I was wondering if there is some kind of restraining order, no contact order, or something that can keep the guy from harassing them.

Probably grounds for harrassment, don't know your laws. It would begrounds for a restraining order here. WhenI was in TX nothing was grounds short of murder. Keep detailed records of come say go etc. and everyones feelings of fear for bodily damage or life of selves and child. Call a local attorny-Family law or the one who handled the adoption. Consultations are usually free. Sorry no knowledgeable person answered, was waiting for that for you.
