Admiralty Law Question?


Can a person may not be punished for importing an illegal substance into the United States, unless the drug is actually carried across national boundaries.

I would suppose it would matter more as to where the crime was committed as defined in the statutes. If there was no entry into the US, it's coastal waters or other territories or holdings, then I believe you are correct that the US would lack jurisdiction to enforce the law.

You would then look to admiralty law to determine the proper venue for charges to be brought.
