Can a company that was hired by my university be sued?


I received a letter yesterday saying that a company that my university hired to help with administrative information back in the late 90's had a laptop stolen. On that laptop contained my name, address and SS#. Why would an employee keep that info on his laptop that long to begin with and why wasn't it encrypted?? I was not the only one affected by this and my university with 18 total universities were affected. Can anything legally be done about this?

not unless there is a presumption of some kind of damages.
