Who does the FDA report to?

Does the FDA have an administrative agency above them that they have to report to? If so, is there somewhere on the web where I can find this information so that I can reference it? I've been searching for hours now and I can't find anything, I just want to make sure that my findings are correct or not. Thanks in advance.

I believe they report to the Department of Agriculture.

They report to the President. They also brief Congress on their activities and request for their budget.
