An understanding of legal principles by the agency will help to avoid liability judgements and will increase the efficient administration of the agency's work.

I researched this for you and found "[a]n understanding of legal DECISIONS by the agency will help to avoid liability judgements. . . "

Therefore, I can only conclude that the answer is "false". But then again, how does one define "legal principles"?

Why would I avoid making liability judgments if I could make friends that way? Only if the liability was not capable of repaying (WOO....H!!!!): then we would be gambling therefore, I conlude that you have to be a young man to avoid that judgment in a way of risk involved. The answer I offer is: NO; if only because the young avoid the advocacy of justice by the principled lawyer firms.
